Conditions are now ripe for creating
a world coalition government
It is common knowledge that it is pointless to put forward a suggestion which is self-evidently infeasible. Therefore having been seriously and officially set forth, a suggestion must be usually deemed as a strongly-backed one and probably a most feasible one. But if the act of putting the suggestion into effect were aborted even though it had already been 99% done, that would be still tantamount to having not put it into effect at all.
(A) Time is now ripe for the said creation: The creation in question is to meet man’s primary need in his political life.
1. The creation serves as a political warrant giving guarantee for “man’s survival in every part of the world”.
According to Aristotle, a human being should be regarded as a political animal. Man is superior to animal kingdom in that by resorting to a means known as “politics”, man can exert control over himself, keep a check on himself, and impel himself to act in accordance with a plan. Actions such as establishing a government, organizing a political party, formulating an administrative regulation, enacting legislation are all motivated by the political urge in man.
Politics falls into two major categories: constraining politics and edifying politics. Legislation, law enforcement, and administration of justice are in the category of constraining politics, while morality-oriented administration, educational inculcation, and psychological consultation are in the category of edifying politics.
Politics is composed of government system, political platform, and administration. Politics changes at a time when a change in social system occurs. A change in government system, political platform, and administration often occurs as a response to a change of age—such as a change from “the age of tribal regime” to “the age of national regime”, then to “the age of state regime”, and then to “the age of inter-national regime”. Naturally the age of globalization ought to have its own government system, political platform, and administration; and this is the category of constraining politics in the age of globalization; and a world coalition government may be regarded as symbolic of the operational system of world politics in the age of globalization.
It is no exaggeration to say that creating a world coalition government has now emerged as the top priority in the political life of the contemporary world public. In the absence of a world coalition government, all the countries over the world and all of their citizens would be deprived of the peace guaranteed and safeguarded by dint of the political authority jointly exercised by the world government system, the world political platform, and the world administration under the unified leadership of a world coalition government. What would result from this is that the world would remain as minutely divided as sands on the beach and serve just as a suitable battlefield for countries to scuffle in. In that case the earth would be turned into a hellish milieu where everybody would be changed into bloodthirsty monsters with hatred directed at anybody else.
2. The creation serves both as a political rule regulating and as a legal basis supporting “worldwide exchanges”.
Being enthusiastic for “worldwide exchanges” would of course be one of the characteristics of the political life in the age of globalization. Among those qualified for participation in worldwide exchanges would certainly be all the world citizens and all the states under the leadership of a world coalition government, all of them being on an equal footing. Every part of the territory under the jurisdiction of a world coalition government should be accessible for all those qualified for participation in worldwide exchanges, the extent of which would cover all phases of life of the people living in the age of globalization.
Is this a turn of utopian wishful thinking? Not really. In the age of inter-national regime, exchanges between countries, groups, or individuals were, and still are, not unlimited in content or scope. The age of inter-national regime has been unfailingly upholding such a golden rule in proceeding with an exchange. Before the creation of a world coalition government, the government of a country needs to guard its secrets from the prying eyes of any other country. Therefore exchanges between countries, groups, or individuals can never be unlimited in content and scope. Not only the military zones but most of the government offices in a country are not open to its general public, not to say visitors from other countries. But things will change diametrically after the world is under the unified leadership of a world coalition government. So it can be expected that under a world coalition government worldwide exchanges would proceed certainly on a truly worldwide basis.
This is not a demagogic way of arousing a surge of anarchistic or egotistic passion among my readers. No. That we advocate the creation of a world coalition government is a self-evident proof that we are against anarchism. Apart from being opposed to anarchism, we are striving to the utmost to shorten the preparatory process leading to the establishment of a world coalition government and make it rule supreme in the world. Moreover we uphold egalitarianism and against all manner of oppression and exploitation.
To guarantee that all those qualified for participation in worldwide exchanges can be successful in carrying out their desired exchanges in a smooth and orderly manner, an age of globalization would call for an appropriate legal basis for supporting such exchanges and necessitate the formulation of necessary political regulations to normalize such exchanges. And this is where a world legislature sets in, which would be in the form of “a world coalition parliament”, apart from an agent for enforcing the laws enacted by the said parliament; and the agent would be in the form of “a world coalition government”.
3. Political sway and legal constraint to be exercised over transnational companies
As a rule, no business is not after profits; and every business would engage in whatever kind of transaction so long as it is profitable. A transnational company can be more unscrupulous in its pursuit of gains. The differences between countries in political system, economic legislation, national strength, civilization, living standard, and educational level would provide transnational companies with a full spectrum of loopholes that would even facilitate the execution of their very questionable lucrative stratagems.
Modern history has witnessed innumerable instances of how rich or developed countries selfishly and savagely extracted natural resources from poor or developing countries while trying every means possible to save the natural resources in their own countries from being excavated or mined. In this way rich countries are made richer; and poor countries poorer and more underdeveloped. This has led the people of the rich country to think that they are destined to live a life superior to that led by the population of a poor country. And this has led the people living a poor country to think that they are destined to live a life inferior to that led by the population of a rich country. Thus blind arrogance is bred in the mentality of the population of a rich country. And thus blind self-debasement is instilled into the awareness of the population of a poor country. Transnational companies can even go to the length of, after having intruded into some economic or financial domain of a poor country, abruptly buying out or buying up all the weak or small businesses originally owned by the local people so as to monopolize the market there.
All the companies, large or small, and especially all the transnational companies are very smart in raking in wealth, but the wealth they have raked is simply for benefiting themselves. They would keep to themselves all the secrets of the high technology they have succeeded in developing, so that they can become richer more quickly. They would sell at exorbitant prices some inferior technology to poor or small countries to impede the latter’s effort at revitalizing their shaky industry. All the transnational companies are wont to look down upon the governments and peoples of poor or small countries. No transnational company would work intentionally for the well-being of poor countries, not to say the whole human race.
In the age of inter-national regime, only the citizens of rich countries are looked up to as true human beings. But in the age of globalization all the citizens, whatever their nationalities, are respected as true human beings. A world citizen under the leadership of a world coalition government is on completely the same footing with a manager of a transnational company. For under the leadership of a world coalition government, the personality of a world citizen is by no means inferior to that of the manager of a transnational company. Citizens of a developing country ought to receive help from citizens of a developed country. Who is in a position to help citizens of a poor country exert to stand on their own feet and terminate their slavish way of living? And who is in a position to arouse the citizens of a rich country from their paranoiac obsession with their lucre and face up to the reality that they and peoples of all the poor countries are alike born equal? It is only a world coalition government, all the legislation enacted by a world coalition parliament, and justice and equity upheld by all the world citizens under the leadership of a world coalition government which can give satisfactory answers to the two questions specified above.
4. The creation works to politically orientate the developments and regulate the activities of numerous nongovernment organizations.
As mentioned above, a nongovernment organization serves as a remedy to make up for part of the deficiency or defect perpetrated by a government in a particular field. But the other side of the coin is that a nongovernment organization is anarchistic in its own right, since its birth, its pattern of functioning, its interaction with governmental agencies or departments, and its ties with other nongovernment organizations are all anarchistically-oriented. In short a nongovernment organization often behaves spontaneously, sporadically and unpredictably. Performance of all the existing nongovernment organizations covers the entire gamut of behavior from rendering the most valuable service to the human race to hardly benefiting mankind in any respect. The service rendered by the best nongovernment organizations to the world public can never be matched by that rendered by even the best governmental agency or department. But it is no exaggeration to say that the worst nongovernment organizations, though they are not many, are actually arrant inhuman gangs hostile to the world as a whole.
A considerable number of nongovernment organizations are in a mess; and their increasingly warped and poisoned relations with various types of governmental or other nongovernment political organizations are now actually impeding the regular or normal performance of governmental agencies and departments; and in the worst cases some nongovernment organizations are threatening the safety and peace of part of the countries across the world. Since the majority of nongovernment organizations are involved in rivalry with their counterparts in governments of various countries and have direct impact on issues that are now the top concerns of the world, since campaigns initiated by nongovernment organizations have developed into a political movement taking the lead in the world political trend, and since the nongovernment organizations are playing an increasingly important role in easing political and social complications, it is apparent that the government of a country alone is no longer able to cope with the tough issues of negative significance, which stem from the existence of the full spectrum of nongovernment organizations.
To solve the problems posed by the existence of nongovernment organizations calls for a world organization which is elected by all the world citizens, can function properly to discharge its administrative responsibility, and act in the interest of the world population. Most of the initiators of nongovernment organizations are not anarchists. Their aim in founding nongovernment organizations consists in creating a type of world organization which is similar in every respect to the type of world coalition government conceived by me. In short they want to create a world government that can really epitomize conscience and justice and hope that such a world government can overcome all the vices that are inherent in all types of governments across the world and operate on new political principles befitting the age of globalization.
(B) The dimensions of growth of talent in the present-day world are now ripe for the creation: Full spectra of initiators, supporters, and would-be executives have emerged to work for the creation of a world coalition government.
1. The spectrum of initiators
On the one hand, the two world wars in the former half of the 20th century combined to compel those countries that had been fostering autarkical economy and practicing isolationism in order to seclude themselves from the outside world to mount the stage of world politics. On the other the two world wars have taught all the countries over the world a lesson on the costs belligerent countries had to pay for being involved in a world war. As a result, precarious world peace has ensued for a rather long period of time since the conclusion of WWII. Taking advantage of the duration of precarious world peace, the three sides of the capitalist camp, the socialist camp, and the camp of non-alignment countries did everything in their power to fortify themselves and were all bent on enhancing their armaments. The efforts of the three sides at fortifying their economies and multiplying their industrial and armament potential have paved the way for renewing and reinvigorating the development of science and technology in their countries.
The renewed and reinvigorated development of science and technology in their countries has triggered off in turn a worldwide modernization of science and technology. What has ensued from this is the dawn of an economic globalization which is in turn giving impetus to further modernization of science and technology. As a result of the interactions between the globalization and the modernization of science and technology, it has taken man only a half century to march into the age of globalization. Ancient sages and philosophers in the history of the world did dream of the advent of an age similar to the age of globalization. Now such an age is already knocking at our door.
Inspired by the progress made in the evolutional process of mankind since the conclusion of WWII, a series of international leagues have loomed up on the stage of world politics in the wake of the United Nations, ranging from Bretton Woods Institutions, GATT (later WTO), Green Peace, International Atomic Energy Agency, International Red Cross, International Bar Association, to Amnesty International. All of them have been working efficiently.
Gearing themselves to the new progress in the evolutional process of man, the new political trend in the world, and the appearance of new way of life on the earth, and taking full notice of the sources—such as formation of military alliances, stockpiling of nuclear weapons—of possible great dangers stemming from the new competition in armament, a host of scholars, scientists, statesmen, and religious leaders have begun to re-assess the conventional form of state, the conventional form of religion, traditional culture, and classical notion of nation from the perspective of globalization. They have proceeded to re-appraise the significance of the conventional military alliance, the international camp, and the principles governing diplomatic relations. Consequently the movement aimed at creating a world coalition government has been incessantly and rapidly expanding. Among those who have already plunged into the movement are included founders of the United Nations, advocates of the drive for renewing the United Nations, Albert Einstein who appealed in the 1940s for the creation of “a world government”,scholars who put forward in 1991 the proposition of “establishing the ‘Commission on Global Governance’”, Arnold J. Toynbee, a noted British historian, who advanced in the 1970s the insightful proposition of “a global union of man” in his famous work, Mankind and Mother Earth, and the philosophers from around the globe who attended the 21st World Congress of Philosophy held on November 26, 2003 in Istanbul and presided over by Ioanna Kucuradi and set forth the proposition that “global governance calls for a global administration”. It is evident that the worldwide campaign to create a global government has been gathering momentum and presented itself as a worldwide political trend absolutely irreversible.
2. The spectrum of supporters
A move that is obviously advantageous to the whole human race would readily elicit enthusiastic response after it has been set afoot. And supporters would zealously rally around it. When a clarion call to second the move has been sounded by a spectrum of personages who are at the helm in multifarious domains of the world civilization, the resultant responses to the call would be not only from every quarter of the world but overwhelming. An appeal that concerns the fate of the human race is necessarily to give rise to a new worldwide political trend which is now embodied in the movement to create a world coalition government.
If you are afforded an opportunity to engage a staunch advocate of patriotism or a teenage student brimming with patriotic fervor in a conversation on such topics as the relations between the interests of a country and those of the world, merits and demerits of a state apparatus when assessed from the perspective of globalization, merits and demerits of globalization in the eye of the government of a country, how the world can benefit from the pleasant life and world peace which a world coalition government can make accessible to man, how the world population is suffering because of the existing conflicts between countries and between civilizations, your interlocutor would soon reach a consensus with you on these topics and become one of your supporters. I had opportunities to engage a lot of Christians, Buddhists, Moslems, and Taoists in long conversations. Among them many were religious leaders, some being radical fundamentalists. Our conversations were all centered on the issue of whether it is advisable to establish a world coalition government. None of them were opposed to the creation of a world coalition government.
3. The spectrum of would-be executives
Logically speaking, the management of a family is much more difficult than that of a community. Likewise, administering a country is much more difficult than administering the world. Such an assertion is in agreement with the logic underlying social life at large. This I would elaborate as follows: (1) It is very difficult for regulations, laws, norms or ethical commandments to play their respective roles as they are expected to in the small scope of a group composed only of few. On the contrary, it would be easy for them to play the roles as expected in a group containing multitude. (2) Justice and equality can hardly be adhered to in a small group containing few members. In that case each member would grow more and more selfish and shortsighted. Thus their morality would sink readily; and selfishness would rule supreme in their midst. But it would be just a converse case with a group containing hosts.
The history of human civilization has shed light upon and vindicated the simple truth that ideas—such as conscience, peace, justice, equality, righteousness, truth, solidarity, collective interests, public order, public moral—that are of vital importance in the matter of protecting man’s fundamental interests would remain for aeons the central concern of the entire human race. Suppose Plato of ancient Greece, Confucius of ancient China, Siddhartha Sakyamuni of ancient India, and Jesus Christ of ancient Hebrew were invited to a forum for discussing how the relation between the interests of the human race and those of an individual, a social group, or a country should be handled, they would readily come to an intense consensus on the principle of prioritizing the interests of the entire human race above the interests of a country or an individual. The prospective world coalition government would base its outlook exactly on the consensus reached by these ancient sages.
The necessity of prioritizing the interests of the whole human race is readily understandable for the contemporary generation, because we have witnessed so much unprecedented brutality in the recent few decades. I believe such a prioritization would be completely acceptable to personages such as President Roosevelt (one of the founders of the UN), Mahatma Gandhi (a brilliant advocate of the doctrine of nonviolence and nonresistance), a considerable number of the present-day heads of state, a great number of leading officials of the UN, and a great number of Nobel Prize laureates. I can safely predict that a large number of the present-day heads of states, leading officials of the UN, and Nobel Prize laureates would fill important posts in the prospective world coalition government, because they are fully qualified for taking such posts and can certainly cope with the duties imposed on them by such posts.
(C) Consensus has now been reached on the modus operandi to be followed for founding a world coalition government: The MO is to establish a skeleton set-up of world coalition government in the first place and then gradually flesh it out to perfection.
1. There is no miracle but is achieved only with the advent of a particular historical epoch.
A newly established government of a sovereign state is wont to behave rather childishly, naively, and in a somewhat illusory way, if its establishment is in concord with the main trend of historical development. However it is precisely such a type of incipiently weak government which is predestined to grow mature and strong in a short period of time and decidedly capable of leading its people to secure a nationwide prosperity and stability. It is time and development of situation that create heroes. And it is the advent of an age of man’s ripened evolutional process that can create miracles.
2. Vacillation is the main obstacle to success.
If creation of the European Union had been postponed until after a consensus would have been reached by all the countries in Europe or by all the citizens of those countries on the question of creating a European Union, the European Union would never have made its appearance in Europe at all. Similarly, if creating a world coalition government be postponed until after the heads of state of all countries across the world would have a consensus on this matter, a world coalition government will never appear on the horizon of world politics. On the eve of creating the United Nations, the then US President Roosevelt pointed out most opportunely, “The only obstacle to attaining the goal we set for tomorrow is the misgivings that are baffling us today. So be determined and actively confident and march on valiantly!” His words are applicable to the world situation today and particularly applicable to the circumstances under which we are making our appeal for the creation of a world coalition government.
3. No globalization, no protection of an individual’s interests.
Safeguarding the interests of the human race may be in the majority of cases ensured at the cost of the interests of some countries, nations, or individual human beings. From a long-term perspective, it is only when the interests of the human race are safeguarded that the interests of countries, nations, or individuals can be safeguarded ultimately. After the establishment of a world coalition government, part of the power or interests of some nations or some heads of state would be curtailed. As a matter of fact, it is precisely the curtailed part of power or interests that is in a position to invite scourges to the countries, nations, or individuals or to give headache to some heads of state. To safeguard the interests of the human race or globalization is in the final analysis to safeguard the fundamental interests of an individual human being. Conversely, to safeguard some of the interests of a country or an individual even at the cost of the fundamental interests of globalization would in the long run adversely affect the interests of a nation or an individual.
4. It is man’s future that determines his present; and it is such a development as our offspring will secure, that determines the lot of our generation.
Which is more important, “the short-term interests” or “the long-term interests”? Which is more important, “the interests of a nation” or “the interests of the human race”? Which is more important, “the interests of our generation” or “the interests of our offspring”? Of course the long-term interests, the interests of the human race, and the interests of our offspring are more important, because they are basic interests. Living in the age of globalization, we ought to enhance our capacity for tackling problems arising from conflicts between short-term interests and long-term-interests, between the interests of a nation and those of the human race, and between the interests of our generation and those of our offspring. In other words, we need to foster foresight in us. It is true that a large number of people have already fostered very good foresight in them. As a matter of fact, every world citizen needs to be equipped with the wisdom of foresight, because nuclear warheads have already been leveled at almost all the important cities in the world. Given the size of population in each important metropolis in the world, biological or virus weapons are the best tools for paralyzing them. That is why every world citizen needs to be adept at taking advantage of his foresight; otherwise extermination of the population of a city or nation can be as imminent as our imagination can conjure it up.
5. It is not until after man’s affairs have been put in order that an individual’s well-being can be well taken care of.
It is only after the interests of the human race have securely safeguarded that the interests of a nation or individual can be very well looked after. It is only after the global management of the earth and the human race has been most properly and efficiently done that the full bliss can be rendered to an individual. It is only the administration performed by a world coalition government that all affairs of the human race can be put in perfect order. And it is only after all affairs of the human race have been put in perfect order that a sound environment would be created to give every human being a peaceful life and sufficient room for his all-round intellectual and physical development.
(D) The prospective world coalition government is predestined to work as efficiently as the government of one of the most developed countries in the present-day world by taking advantage of the current information technology.
1. Villagers inhabiting Global Village are to feel an even more pressing need for an authoritative legal system.
We live in an age of information technology which can be otherwise called an age of Global Village. In such an age it takes probably only seconds to transmit what is in one’ mind into the awareness of another person, even though the two persons are a world apart. To make such an age work truly efficiently for all world citizens, an indispensable basic prerequisite is a body of legislations enacted by a world legislature and enforced by a world coalition government, so that all world citizens living in such an age can live in peace, equality, and safety.
2. The advantages of a world coalition government in its administration of all countries across the world
Affairs that claim the attention of a world coalition government are mostly basic long-term concerns of man. Such a world government would constantly avail itself of the newest and most sophisticated information technology to deal with issues that are extremely pressing or urgent such as an impending outbreak of war, rushing rescue to a situation of calamity. A world coalition government’s efficiency in this connection can immensely surpass that of any of the present-day governments. Suppose a tragic earthquake occurred in Yunnan Province, China, a world coalition government would rapidly summon a great number of doctors and nurses to rush to the earthquake scene from Burma, Nepal, and Vietnam and at the same time send an enormous quantity of relief supplies from these countries to Yunnan. That would be faster by far than the established way the Chinese government would follow to handle such a disaster by gleaning rescue personnel and supplies from Central China, Northeast China, or Northwest China.
(E) Enough experience has been accumulated in the matter of running a state apparatus.
Innumerable successes and failures in running government apparatus in the history of man have combined to form a body of experience, from which can be drawn statecraft for setting a world coalition government to work competently.
1. Knowledge of humanitarian statecraft gleaned from the history of man can be applied by a world coalition government with success to its global administration.
To a casual glimpse, a state might look like an enlarged tribe. And a world might look like an enlarged state. But on a close scrutiny it would be revealed that administering a tribe would be a more difficult job than administering a state, whereas administering a world could be much easier than administering a state.
Tribal politics hinges heavily on the strategy of maintaining solidarity and equity in the tribe and acting atrociously and barbarously toward other tribes. The strategy usually resorted to by a state is maintaining stability inside its borders and safeguarding the peace in the region where it is in. In the age of tribalism, most human beings were still impregnated with the residual animal trait of selfishness. Therefore it was a severe challenge for a tribal chieftain to maintain solidarity and equity among his tribesmen. He needed to manage to insinuate a new world outlook into their awareness. On the other hand, it would be, too, a drastic challenge for tribesmen, who had rid themselves of almost all animal traits and begun to inure themselves to primitive humanity and civilization, to again act barbarously and cruelly toward other tribes, because they would have to compel themselves to revive in their temperament the animal traits they had rejected. Leading a life in the age of tribal regime—as a task to be carried out by a human being—is much more demanding than that in the age of national regime. Chieftainship should be regarded as a job much more difficult than kingship or presidency.
However leading a life in the age of globalization—as a task to be carried out by a human being—would be much easier than that in the age of national regime. And leading a world coalition government—as a task for a government leader—would be much easier than leading a national government in the age of national regime. The principal responsibilities incumbent upon a world coalition government consist of two parts: (1) safeguarding the human rights every world citizen is entitled to and ensuring world peace, (2) improving the earth’s ecological environment and ensuring sustainable development of world economy so that our offspring would not be left devoid of natural resources. It is quite evident that performing these responsibilities by a world coalition government would benefit and be welcome to every nation and every world citizen. As for ecological balance, it is a task rather difficult to fulfill in the present-day world. But after the creation of a world coalition government, such a task might be comparatively easy to accomplish after such a world government would plough through it for some time, because man’s awareness at present stage of the importance of ecological balance is already on an unprecedentedly high level.
“Global governance” and “exercising leadership over the entire world”, as ideas, might sound rather utopian or too fanciful. But they are not, because man has already crossed the threshold of the age of globalization and also because man has acquired a lot of experience in administration from both the age of tribal regime, that lasted for scores of millennia, and the age of national regime, that has lasted for millennia, and from running the United Nations for decades.
As a result of the incessant progress man has made in developing his civilization, he has become more keenly aware of the significance of human dignity. Therefore the aversion he now feels to war, despotism, and power politics is much stronger than that he felt before. This would contribute to simplifying world politics. And simplification of world politics is a process that goes in step with the evolution of man
2. Consensus has been reached across the world on criteria applicable to telling truth, goodness, beauty, excellence, and pleasure from their opposites.
In the age of globalization, exchanges between individuals, groups, or nations would be on multifarious levels and in various realms. Exchanges under such circumstances would enable an individual world citizen to blend with the outside world extensively. Although in the age of national regime, an individual human being might be provided with opportunities for establishing contacts with persons in other countries or from another culture or religious belief, such exchanges would be strictly conditional. In the age of national regime, in an invasion launched by one country against another, invading soldiers would enter the territory of the invaded country and make contacts with its people. Such contacts between individuals from different countries would be imbued with hostility and hatred. A diplomat going abroad would be obliged to make contacts with people and official of his host country. In making such contacts the diplomat would behave in a very constrained manner lest he should do something not in keeping with protocol.
People living in the age of information technology can reach a contact in any part of the world in a matter of only seconds through the Internet. You can travel as a tourist to any part of the world by taking advantage of the modernized transportation systems. People are now provided with all the necessary facilities for making exchanges and contacts. Exchanges facilitate mutual understanding. Deepened mutual understanding is the most important prerequisite to reaching a consensus. As a matter of fact, consensus has been reached across the world on the criteria applicable to telling truth, goodness, beauty, excellence, and pleasure from their opposites.
3. Consensus has been reached across the world on how to differentiate between public interests and private interests.
A world coalition government—once it be established—would necessarily present itself both as a challenge to political discretion and foresight of the governments under its jurisdiction and as a more trying challenge to moral awareness and liberality. Once a world coalition government be inaugurated, functions of all the governments across the world would have to undergo a process of transformation. Moreover they would have all their previous advantages and interests re-channeled or remolded. Likewise the vested interest of an individual world citizen or a social group might experience some procedural change too.
Throughout the history of civilization it has been an unquestionable institution that expansion of the interest of a country is always realized at the cost of the private interest of part of its citizens. After the establishment of a world coalition government, some of the human race’s long-term interest would have to be safeguarded at the cost of the private interest of a portion of world citizens. In some cases, the interests of one or more nations would be sacrificed under the leadership of a world coalition government to benefit or rescue another nation that is in trouble. There might even be the ironical cases where a nation that is to be rescued or helped might happen to be just the old, long-standing enemy of the rescuing or helping nation or nations. Are the individuals, social groups, or nations referred to above really willing to sacrifice their own interests to benefit other persons, groups, or nations? I believe they are willing to do so.
What can induce them to behave unselfishly and generously is their new mentality which is in line with the age of globalization. Their new mentality would lend them the insight into the historical circumstances that not only generated in the past the hostility, mutual misunderstanding, and ignorance fermenting the old irreconcilable hatred between individuals or nations but also led our world to the brink of a global holocaust. Thus they would come to realize that the only outlet left to our world for securing salvation of not only our generation but our offspring is to forget about all old scores, selfishness, and narrow-mindedness and become closely united under the leadership of a world coalition government to strive for the collective interest of the whole human race. Their new mentality would give them the sagacity of correctly handling the relation between the interests of an individual, a social group, or a nation and those of mankind. Such a relation has existed since the inception of civilization on the earth and can never have been rationally handled before the establishment of a world coalition government. But under the administration of a world coalition government such a relation would assume new dimensions and a completely new significance.
