Part Two | A General Discourse on “World Coalition Government”
In Section VIII—bearing the title of “Establishment of world-coalition political steering agencies; recruitment of agents to work for such agencies”—of this work of mine, I epitomize the basic programs of the world-coalition political steering agencies (including world coalition government, world coalition parliament, and world coalition judicial commission) in the following words: “( the basic programs are intended for ) establishing a democratic, constitutional world political system which exercises a unified global leadership and guarantees liberty to all world citizens and independence to all countries.” To be specific, the objects which a world coalition government intends to realize by adhering to democratic constitutionalism include liberty ensured to all world citizens and independence guaranteed to all countries.
A world coalition government is expected to hold itself accountable not only to contemporary mankind but to future mankind as well. Such a world government would work very hard to live up not only to the expectation of contemporary mankind but also to that of our future generations. That is why founders of such a world government have decided against a world government's copying any of the existing government systems, including the US government system. The founders would mold the prospective world government system so that it will function competently as expected. In the history of man there has never been such thing as a single monarch ruling the entire world. Therefore the prospective world government cannot and should not be a monarchical government system. Nor in the history of man there has ever been such thing as a worldwide constitutional monarchical government ruling the entire world. Therefore the prospective world government cannot and should not adopt a constitutional monarchical government system. Nor in the history of man has ever been such thing as one single global religious faith—and nor will such a religious faith appear in the foreseeable future—ruling the entire world. Therefore the prospective world government cannot and should not be a government system practicing integration of church and state apparatus. Since a world coalition government is an institution belonging to all world citizens, it would not be appropriate for such a government to adopt such a plurality system as is now in force in Britain where the government system is controlled by the political party elected to the government by plurality and where the government system would enforce only the political program of the elected political party. Neither would a world coalition government adopt the totalitarian communist government system which is monopolized by one single political party. The rule by one single political party is in fact the rule by minority, or rather the dictatorship by minority. Is the system of military government fit for a world coalition government? Of course not, because the objects of a world coalition government are liberty for all world citizens and independence for all countries. These objects are to be achieved by adhering to democratic constitutionalism and can never be tolerated by a military government.
To design a world coalition governance system headed by a world coalition government is in essence to formulate an institutional plan both for properly handling problems that might adversely affect the relations between a world citizen, an individual country, and a world coalition government and for guaranteeing liberty to all world citizens and independence to all countries while maintaining global unity for a world coalition government. It goes without saying that to design such a world coalition governance system is not easy and can hardly be accomplish by one or a few geniuses. Anyway I am here just to tell you some of my reflections in relation to a world coalition government.
A world coalition government is central to a world coalition governance system. After a political party has come to power in a country, the party leadership or the paramount leader, or the political party has succeeded in monopolizing its legislative system, judicial system, and administrative system, it is only a matter of time for the government system in such a country to convert itself into a totalitarian regime. History has taught us a lot of lessons in this connection. Therefore a world coalition government should see to it that in the age of globalization, the legislature, the judicature, and the administration should remain sharply discrete, while acting in a mutually supplementing and supervising manner for the purpose of eradicating even the least possible germination of tyranny, totalitarianism, and bureaucratism.
Since all the agents working for world coalition political steering agencies are without exception required not only to fortify the tie of unity and solidarity with all world citizens but also to lead them to strive for still better future, every agent ought to get all the right qualifications before he or she is installed. The qualifications should be accurately defined and strictly enforced, but gender, ethnic background, and physical handicap should be included among them. Among them should be considered such items of information about a candidate agent as his (or her) nationality, place of residence, political affiliation, political party membership, religious faith and religious affiliation, ethnic background, gender, occupation, professional title. While working as an agent for a specific world coalition political steering agency, or as a member of a world coalition parliament, or as a member working for any of the three departments, or as a member working for a world coalition judicial commission, he or she must act completely independent of his or her father country, political party, and religious faith. Therefore on being sworn in to office, he or she has to officially declare that “for the tenure of his or her office, he or she would renounce nationality, political affiliation, and religious attachment, resign from the current position in a political party or religious faith, give up professional title, and succumb to supervision, investigation and disposal in accordance with legal procedure.
All the world coalition political steering agencies and all of their agents and members ought to take the lead in upholding the World Constitution and in implementing the basic program, political program, and doctrinal program of the said agencies.
Laws should be enacted for prescribing the policies, procedures, office tenures, and qualifications to be adhered to in electing qualified candidates to various offices of political steering agencies. Bills have to be passed by the legislature to ensure organizational stability and operational consistency of these agencies.
Enactment of laws or bills has to be done to ensure the implementation of the general political program shared by all the political steering agencies and to define modi operandi to be clung to by the agency of finance, the mass media, etc.
