The setup of world-coalition executive bodies:
“one administration”coupled with “seven organizations”
(A) The name to be assumed by a world coalition administration; the definition fitting the name; the aims in establishing the administration; and the missions, orientation and strategic approach of the administration
1. Name
The official name of the prospective world coalition administration is “World Coalition Government”.
The word “world”—Here the definition of the word “world” signifies such a scope of meaning as encompasses all sovereign states, autonomous regions, special reservations, religious organizations, international organizations, collective actors, world citizens. A great number of scholars prefer such names for the prospective world coalition administration as “global government”, “global federal government”, “global confederation”. Albert Einstein preferred to call it “world government”, or “supra-national political organization”. In my opinion, terms such as “global confederation”, “global federal government” might not be appropriate in that they refer exclusively to sovereign states and semantically keep out such ingredients of a new political regime in the age of globalization as international organizations (that have grown luxuriantly in recent decades), nongovernment organizations, religious bodies. The epithet “global” is too comprehensive, and yet vague, in meaning and might blur the political import of the word “government”. The term “world government” lays lopsided emphasis on the “governance” side of the word “government” and obliquely highlights the political nature or worldwide scope of such a world administrative body. As a result of the connotation that may be attributed to the term “world government”, it might be misinterpreted as a political entity which is as liable to totalitarianism or despotism as any of the existing states in the world. But a world coalition government is absolutely not a government system of that sort, because it is a league formed on the basis of volitional acts taken by all sovereign states in the world. No pressure is used to impose such a global league on any of the sovereign states. In its turn the league operates as an international organization to serve all sovereign states, rather than to look down upon them or curtail their authority. Therefore I prefer to give it the name of “world coalition government”.
The word “coalition”—The term “world coalition government” cannot at all connote that it would be a political entity tending to tyrannize its subjects as Hitler’s or Stalin’s regime did. Nor does it connote that it would be an aggressive and arrogant political entity as Genghis Khan’s empire or Czarist Russian Empire. On the contrary, a world coalition government would be an international organization elected and authorized by all sovereign states, all religions, and all world citizens, devote itself to the service of the human race, and hold itself accountable to the future of the human race. The word “coalition” brings out the quintessence of the term “world coalition government”.
The word “government”—Strictly speaking, a government is not tantamount to an “organization”. Once established, a world coalition government would not operate in the way the United Nations now does. Now the UN works merely as a “liaison officer” among its member nations. A world coalition government would be a permanent, global, political administration and exercise political power on the basis of the political authority it would have been invested with by all governments across the world. But it would not be the highest global political entity to tyrannize the world. By nature it would be docile to the will of all world citizens, listen very carefully to the dictate of the world public opinion, and offer its service to all sovereign states. It would be obligatory for a world coalition government to enforce all the legislation enacted by a world coalition parliament, because it would act only as an executive arm of a world coalition parliament and place itself under the supervision of a world coalition judicial commission.
2. Definition of the name
A world coalition government is the supreme government in the world. It is elected, jointly authorized, and obeyed by all governments across the world, all religious organizations across the world, all international organizations, and citizens of all countries in the world. It is the sole enforcer of legislation enacted by a world coalition parliament.

The world today is not placed under the unilateral control of all the existing governments. No religious organization today can exercise its control over all its members. In other words, that the world today is still kept in shape is due to the propping effort jointly made by all sovereign states, all religious bodies, all international organizations, and citizens of all countries. But there are often numerous conflicts inside a sovereign state, a religious body, or an international organization; and there are innumerable struggles between sovereign states, between religions, and between international organizations, apart from the innumerable confrontations involving sovereign states, religions, and international organizations. As a result of the innumerable conflicts, struggles, and confrontations, our world has no peace. A world coalition government is a world administration that belongs to all world citizens of the age of globalization, governs all the international organizations in the age of globalization, and administers all the regional or local governments in the world. The word “coalition” in the term of “world coalition government” means a unification of all sovereign states, religions, international organizations, and world citizens. Therefore the word “world” in the term “world coalition government” signifies such a new world as is created by the unification just referred to above.

Here, the word “jointly” connotes “an action taken on the basis of consensus arrived at by all the parties involved in such matters as election, authorization, and obedience. These actions taken jointly serve to define the process, in which authority of the leadership of a world coalition government is originated by going through a complete set of three procedures of free election, unanimous authorization, and unreserved obedience.

This short passage is intended for identifying a world coalition parliament as the legislature, for which a world coalition government works as an enforcer—and a sole enforcer at that—of the legislation enacted by the said parliament. This passage is also intended for defining the role played by a world coalition government, the role being the sole enforcer of legislation, rather than a judicature or legislature.
3. Aims
A world coalition government seeks—to
develop the relations between man’s civilization and regional sub-civilizations, between man’s civilization and prehistoric civilizations, and between man’s civilization and extraterrestrial civilizations in compliance with the principles laid down by the cosmic spirit,
promote world peace and the development and well-being of the whole human race on the basis of justice and equity, and have the governments and citizens of all countries realize what, in accordance with the world coalition constitution, their normal power, legitimate rights, and interests should be.

From its first appearance on the surface of the earth until the latter half of the 20th century, the human race never let any issue top its agenda except for such problems as have given it troubles. It would hardly concern itself with problems related to the relations between it and other intellectual species in the universe. It is not until the latter half of the 20th century that a small number of scholars began to rivet their attention on such issues as the relation between man and prehistoric civilizations (for instance the lost civilization of Atlantis), the relation between man and the ecology on the one hand and resources of the earth on the other, the relations between man and the outer space on the one hand and heavenly bodies on the other.
The human race has, ever since its first appearance on the earth, been constantly dealing with the universe in general and the earth in particular. Almost all the wars between tribes, nations, countries, or regions stemmed directly from the desire to seize natural resources. Even today almost all the dramatic changes in the relations between one village and one of its neighboring villages, between siblings, between parents and their offspring are generated directly from disputes over title to a plot of land, right to the use of irrigation, title to a manor, or title to a house site, etc.
In fact the really uncivilized aspect of the human race consists in its uncivilized outlook on the universe and its uncivilized way of handling its relations with the universe. It is precisely due to the uncivilized aspect of the human race that mankind has played the nastiest havoc with itself, the earth, and the atmosphere.
The word “civilization” is in a close semantic affinity with such words as truth, goodness, beauty, excellence, and pleasure. Connotatively “civilization” has something to do with such a minuscule event as an evolutional change taking place in a single cell in a human body or with such an infinitely large thing as the universe. Strictly speaking, civilization is a special manifestation of the cosmic spirit in the realm of intellect. When the cosmic spirit avails itself of human intellect as a means for manifesting itself, the manifestation is none other than human civilization. But when the cosmic spirit avails itself of the intellect existing in any other heavenly body as a means for manifesting itself, the manifestation is none other than an extraterrestrial civilization. When the cosmic spirit avails itself of the intellect of population in a certain region as a means for manifesting itself, the manifestation is none other than a regional sub-civilization. When the cosmic spirit availed itself of the intellect of the prehistoric mankind as a means for manifesting itself, the manifestation was none other than a prehistoric civilization.
Probably in years after its inauguration, a world coalition government would need to focus on tackling problems arising from complications involving different parts of the human race. But such a state of things would not last long. And before long, all it would lead the whole human race to face up to would be the universe, focusing on tackling the relations between man and the universe. In that case a new phase of human civilization would commence. The new phase would witness an unprecedented solidarity welding the inspired human race into a monolithic dynamism in order to gain access to the depth of the universe for a deeper exploration of the cosmic spirit. In doing so man would elicit great pleasure from such a deeper exploration, feeling blessed, lucky, and fulfilled because he would by then have become fully aware of the great role of leadership played by the world coalition government. It would be due to the competent leadership of a world coalition government that man would go all out, being guided by the cosmic spirit, to raise the level of his morality, develop new prosperity on the earth, and learn from extraterrestrial civilizations, feeling proud of sublimity of the missions confronting him.

The cosmic spirit would confer on man not only a correct outlook on the universe but the methodology man should abide by in exploring the universe. Probably Osmar Ben Laden had his own ideal and motive which were not so bad in essence. But in putting his ideal and motive into effect, he resorted to a terrorist method and mounted the 9/11 Attack. As a result, he degenerated into a heinous criminal. That he had no qualms about practicing terrorism was due to his outlook, his values, his adherence to the interests of his clique, instead of the interests of the whole human race, and his obsession with his personal temperament, instead of human nature. Although human civilization has a history of five millennia behind it, the momentum that has been propelling the development of human civilization has been anything but civilized ideology or civilized line of conduct. What has resulted from this can only be an inferior sort of civilization. That is why human civilization today is heavily fraught with folly and barbarism.

Justice and equity are also a special manifestation of the cosmic spirit. They are acceptable for all world citizens and universally applicable and indispensable in the age of globalization. An act that is acceptable to all world citizens is necessarily in line with justice and equity. For instance, measures to be taken to protect the ozone layer are of course in concord with the desire of all the world population of six billion and therefore in line with justice and equity. Naturally it is incumbent on a world coalition government, as the only world government, to make decision and act on the basis of justice and equity.

There are three prerequisites to keeping peace. Firstly, all world citizens would lead a peaceful life, keeping clear of war, disturbance, and riot. Secondly, peace should be used as a means for annulling dispute. A world coalition government should resort to peaceful means in fulfilling its duties. History has definitely indicated that settlement of dispute by an appeal to arms or violence can never bring about a reliable peace. Thirdly, all world citizens should be equipped with peace of mind and peace of conscience. Without the two, man can hardly live in peace.

The import of development has two domains. One domain is intended for developing a human expansion system which comprises economic growth, political progress, and cultural enhancement. (The core of cultural enhancement would be symbolized by an improvement of human psyche.) The other domain centers on having a desired development endued with the three qualities of being firmly oriented, being unlimited in scope, and being sustainable. By “being firmly oriented” is meant that the desired development should never be retrogressive. By “being unlimited in scope” is meant that the desired development would be an all-round one. By “being sustainable” is meant that the desired development would not be an abortive one.

Peace, development, and well-being are mutually related and interacted. Without world peace and peace within the borders of a country, development of a country is out of the question. Without peace across a country, regional developments in the country may be unsteady and not safeguarded. Without national peace and regional peace, well-being of an individual citizen would of course be called into question. Fully-fledged development of an individual citizen has three dimensions: physical and mental soundness, longevity, and peace of mind. It is incumbent upon a world coalition government to enable all world citizens to become physically and mentally sound, live long, and have peace of mind.

The World Constitution is not an icy collection of apathetic clauses, because it is derived from and imbued with the cosmic spirit. It is an embodiment of justice and equity. Therefore it betokens maturity of man and is an indication that man is creating a genuine civilization and able to handle his own affairs in accordance with rationalism. In short the World Constitution is a concrete manifestation of the cosmic spirit, justice, and equity in the matter of man’s self-government. Law is magical. In the age of tribal regime law was soaked in blood and invested with folly. In the age of national regime, law is impregnated with prejudice and hatred. But in the age of globalization law is a loving patron saint.

Now there is no country in the world where the interest of the government is in complete agreement with that of its citizens. For example, high tax rate, splendid salary awarded to public servants, exorbitant national defense budget that all the citizens of a country cannot afford are in the interest of a government but encroach upon the interest of all its citizens. Enlargement of public welfare or reduction of taxes can be in the interest of all the citizens but encroaches upon the interest of the government But after the establishment of a world coalition government, a new factor would intervene in settling disagreement of interests between the government of a state and its citizens. With the intervention from a world coalition government, the relations between a state and its citizens, between one state and another, and between one citizen of a state and another citizen would undergo a dramatic change. Under the leadership of a world coalition government, no country in the world would need to worry about the danger of invasion from its neighboring countries. Therefore the size of its armaments would be reduced to the minimum; and its military expenditure would accordingly be reduced to the minimum, not only because of the absence of foreign invasion but also because of the least possible domestic upheaval. In short, since under the leadership of a world coalition government every government would have to focus on nothing but well-being of its citizens, its interests would of course tally with those of its citizens.

Here, by “normal power” of a government is meant that the power in question is the same with the governments of all countries in the world. The scope of such power covers all the domains that ought to be under the jurisdiction of a government under normal conditions. And by “normal power” of a world citizen is meant that the power in question is the same with every world citizen; and the scope of such power of a world citizen covers all areas of human rights. By “legitimate rights and interests” is meant such rights and interests as not only lawfully belong to every country and every world citizen but are in full agreement with the world coalition constitution. By “righteous demands” is meant such demands or requests of a country or world citizen as safeguard its or his (or her) legitimate rights or interests, protect the interests of the human race, and are in line with the world coalition constitution and conscience of the human race. Of course in such demands or requests is embodied the orientation in which the human race, all countries, and all world citizens would develop.
4. Missions
The missions which it is incumbent upon a world coalition government to carry out include giving protection to (1) the ecology and prosperity on our globe, (2) sovereignty and independence of all countries, (3) all religious faiths and independence of any religion and religious sect, and (4) normal power and legitimate rights and interests of every world citizen.
The grounds, on which a world coalition government makes a point of listing the four points specified above—although the four points may seem quite disparate—as its primary missions, are that they are tasks claiming strenuous exertion from a world coalition government to complete and that—more importantly—the relations between the four missions should be correctly understood and then properly handled by a world coalition government.
As for “giving protection to the ecology and prosperity on the earth” as a world coalition government’s top mission, a world coalition government should come to realize that giving protection to the ecology on the earth so as to promote prosperity in every part of the world constitutes the first prerequisite to the development of all nations, religions, and world citizens. Some rich countries are wont to avariciously procure natural resources from small or poor countries while saving up their own natural resources. Some religions in underdeveloped countries enthusiastically encourage their followers to unlimitedly give birth to infants to aggravate problems arising from overpopulation in those countries and have created some crisis in the regions where those countries are and also in their neighboring countries. Specific cases like this are numerous in the present-day world and bear heavily upon the ecology and prosperity on the earth. They would be a world coalition government’s serious concerns.
As for the missions of “giving protection to sovereignty and independence of all countries, to all religious faiths, and to independence of any religion and religious sect” as a world coalition government’s second and the third missions, a world coalition government should recognize the facts that a number of religions have now grown to be world religions, that such religions are in a position not only to interfere with sovereignty or independence of some countries but to affect favorably or unfavorably their popular solidarity or stability. Therefore it is obligatory for a world coalition government to re-define such notions as “country”, “sovereignty and independence of a country”, “religion”, “religious faith”, and “independence of a religion”. Having re-defined the ideas of “country” and “religion”, a world coalition government would be required to re-examine even the idea of “normal power, lawful rights, and interests of every world citizen”.
The relations between “the earth”, “country”, “religion”, and “world citizen” consist of both contradiction and concord and constitute the four aspects of the existence of the contemporary human race. The significance of each of the four aspects and the relations between the four can be accounted for only from the perspective of the existence of the contemporary human race. Any turmoil of the human race usually springs from corruption in some of its decadent components or from clashes between some of its components. When the human race is roiled in one way or another, none of its components can remain unperturbed. Each of its components is liable to be adversely affected by unrest the human race is plunged into but also liable to become a perpetrator of the disturbance that unsettles the whole human race. It is evident that in the absence of a benign and peaceful political climate across the world, no country can flourish. In that case it is totally out of the question that countries would help each other to become prosperous together. To ensure that the entire human race is free from any unsettling impingement is exactly one of the missions a world coalition government is born to carry out.
5. Orientation and strategic approach
The goals of (1) gradual elimination of all the sources, in the world, of war, impoverishment, imbalance, inequality, and inequity, (2) unification of the world into a global community by exhorting every world citizen to work diligently so as to achieve a global unity, and (3) perfect independence and perfect status as a human being for every world citizen will be striven for under the leadership of a world coalition parliament with the assistance from a world coalition upper house, a world coalition lower house, and a world coalition political consultative house, under the supervision of a world coalition judicial commission, a world coalition supreme court, a world coalition supreme prosecutorate, and a world coalition police general headquarters, in accordance with the theory of “oneness of the universe, oneness of mankind, oneness of deities, and oneness of matter, mankind, and deities” and by dint of the police-law-enforcement setup, the military-public security setup, the administrative-executive authority, the economic-financial resources, and the communication-journalistic facilities—with all these setups, authority, resources, and facilities being put under the command of a world coalition government.
The phrases, such as “… under the leadership of …”, “… with the assistance from …”, “… under the supervision of …”, “… in accordance with the theory of …”, and “… by dint of …”, refer respectively to the four specific methods to be adopted by a world coalition government in the course of striving for the achievement of those goals.
The phrases, “… gradual elimination …”, “… the human race …”, “… the world …”, and “… every citizen …”, refer respectively to the directions in which a world coalition government would proceed in the course of striving for the achievement of those goals.
The four “methods” are in essence intended for putting “democratic constitutionalism” into effect, whereas the phrase “proceeding in the direction” can be interpreted as following the basic guideline of “going all out to secure the interests of the human race.” The four “methods” and the “direction” specified above combine to indicate that the prospective world coalition government will be a politically mature, doctrinally mature, methodologically mature world administration adept at handling the relation between its goals and the methods it would use to conquer them.
Such a world government would be the best politically fortified and the most authoritative administration in the world, though it would voluntarily place itself under the jurisdiction of a world coalition parliament and let itself be assisted and supervised by the three houses and a world coalition judicial commission. Doctrinally it would abide by the outlook on the cosmos of universal oneness, adhere to the outlook on morality of oneness of mankind, cling to the outlook on religion of godhood oneness, and stick to the outlook on the way of life of oneness of matter, mankind, and deities. A world coalition government would have its own policies, legal system, military system, public security system, executive system, administrative system, communication system, and press system. These systems would serve as powerful tools to assist in its effort to lead the human race forward and put everything in the world in order, given its definite goals of eliminating step by step the sources of war, impoverishment, imbalance, inequality, and inequity. Knowing very well all the old grievances, hereditary feuds, revenges, hatred, and grudge in the history of man, a world coalition government would work to unite the human race into a really harmonious global community. If the vicious part of human nature had been allowed to swell unchecked, what would have remained of the earth would already be a totally lifeless heavenly body drifting along its orbit in space. A world coalition government would never allow this to happen and would want to lead the human race to develop just in the opposite direction to that which would land the human race in global self-destruction. It would lead every citizen to attain perfect independence and perfect status as a human being.
It is evident that the would-be world coalition government can be expected to stand out after its establishment as a politically mature world administration on the ground that the doctrines underlying its creation is sound and mature. Probably some skeptical soul would offer us the comment that a world coalition government might as well be regarded as another episode of Utopia or a wild dream.
Well, Utopia or a wild dream! let us just wait and see. An ancient Chinese legend has it that a most fascinating lady by the name of Chang E did manage to get herself spirited away to land on to the moon. Aged folks in China still believe in the legend, though young people just scoff at it. Speaking of landing on the moon, three decades ago nobody would believe that the wild dream of sending lunanauts to land on the moon could come true. And a half century ago nobody would have believed in the possibility of having nearly 200 countries participating in an international organization which has ever since its foundation been holding regular conventions without interruption up to this day. Just a couple of years ago nobody would have believed that having spent several hundred billion dollars on the war in Iraq the United States would voluntarily not only restore to the Iraqi government all the wealth that belongs to the Iraqi people but allow the UN to take over the responsibility of creating a new Iraqi government. So, disbelief is one thing but the reality is another.
(B) World coalition government
1. An enlarged session of the presidium of a world coalition government
An enlarged session of the presidium of a world coalition government plays the role of the top political leadership within the framework of a world coalition government. It is an irregular conference called on the initiative of and presided over by the president, or the first vice-president, or someone authorized by either of them, who is responsible for scheduling for such a session on the grounds of significance of, exigency of, or extent of the concern aroused by some special events or situations. A resolution adopted by such a session shall be released in the form of a communiqué, announcement, order, or summary of minutes and delivered to the governments of all countries, all international organizations, all religious organizations, and all parties or persons concerned. Both the session of the presidium and the office of the president are responsible for enforcing such a resolution. Those who are qualified to be present at such an enlarged session include the person who shall preside over the session, all the members of the presidium, all the members to the presidential working conference, those members of the three houses who are concerned, representatives from the governments concerned, representatives of the citizens from the countries concerned, parties or persons concerned or their attorneys. Such a resolution should be in line with the World Coalition Constitution and relevant laws and in agreement with the World Coalition Common Program.
2. A regular session of the presidium of a world coalition government
The session is a regular meeting held on the first Monday of every month. It is presided over by the president of a world coalition government or by a person authorized by the president. The session works as the highest authority responsible for handling a world coalition government’s day-to-day works and implementing all the resolutions adopted by the enlarged session of the presidium of a world coalition government. Under ordinary conditions decisions or resolutions shall be made or adopted by a vote. Under extraordinary conditions, the president may make decisions completely on his own. All resolutions adopted or decisions made by the presidium should be enforced jointly by the presidential working conference and the agencies designated by it. A session of the presidium of a world coalition government should be attended by all members of the presidium. All the resolutions adopted and decisions made by a session of the presidium should be in line with the World Constitution, the World Common Program, and relevant laws.
3. The working conference called by the president of a world-coalition-government
The presidential working conference is an organization where the president of a world coalition government, the first vice-president, and other vice-presidents deal with their day-to-day works and urgent businesses, exchange information and opinions, and discuss world affairs and matters related to all countries across the world. The working conference is held regularly on both the Mondays of the second and the fourth week of a month and presided over by the president or the vice-president designated by the president. Resolutions adopted at the working conference should be enforced by members to the conference or by subordinate departments concerned. Any resolution shall remain invalid until after it is approved by the president. All resolutions adopted by the working conference should be in line with the World Constitution, the World Common Program, and relevant laws.
(C) Organizations placed under the direct control of a world coalition government
1. The organization for planning for man’s future
The organization for planning for man’s future is one of the agencies under the direct control of a world coalition government. Its basic tenets are that “the future takes precedence over the present”, that “long-term interests take precedence over short-term interests”, and “overall interests take precedence over partial interests”. The organization aims at making “man’s development”, “man’s all-round development”, and “man’s sustainable development” compatible with one another and gives top priority to the three. The organization adheres to the guideline of (1) improving and optimizing earth ecology, (2) securing world peace, worldwide stability, and worldwide development, (3) developing world civilization, (4) helping all nations attain prosperity and encouraging them to help each other, and (5) ensuring liberty to all world citizens and instilling sense of duty into them. The organization is to coordinate its three drives intended for ridding all world citizens of poverty, political ignorance, and indecency and gives top priority to the three drives. Availing itself of the influence which the programs drawn up by it are capable of exercising, the organization is to work for gradually extirpating biases stemming from social inequality, for denouncing theories vindicating social inequality, and for eliminating social inequalities. The ultimate goal of the organization is all world citizens’ gradual attainment of happiness, longevity, health, and peace of mind.
2. The organization for global ecological protection
The organization for global ecological protection is one of the agencies under the direct control of a world coalition government. It works in compliance with the theory of “the shared oneness in all forms of existence in the universe”. Its outlook is that the earth should be treated as a united whole in matters of ecology. Exploration of outer space should be put under control in accordance with the relevant legislation. Multidisciplinary approach should be adopted for developing researches into atmospheric pollution, marine resources, terrestrial resources, water body resources, proportional distribution of botanical and zoological life forms, size and quality of arable land, and quality and size of population. 3. The organization for worldwide peace keeping
The organization for worldwide peace keeping is one of the agencies under the direct control of a world coalition government. The organization undertakes to carry out the tasks of protecting the World Constitution, safeguarding world peace, ensuring safety to borders of all countries as sublime missions entrusted to it by our Creator. The core part of its work includes destroying and strictly banning the development and manufacture of weapons of mass destruction, atomic weapons, biochemical weapons, and viral weapons. The activity of the organization is to focus on suppressing all forms of terrorism, evil cult, armed insurrection against a legal government, the underworld, hackers, development and manufacture of illegal weaponry, serious criminal activities that are against laws enacted by a world coalition legislature or by the legislature of a country, and other offenses against the ethics of the human race and world order. The organization upholds the interests of the whole human race, respects the interests of all peoples in the world, and is fully prepared to crack down particularly severely on a public servant who breaks the law right in the process of enforcing the law, takes bribes, or perpetrates a covert infringement.
4. The organization for safeguarding civil rights
The organization for safeguarding civil rights is one of the agencies under the direct control of a world coalition government. Its basic guideline dictates that all forms of power or authority should be used for safeguarding civil rights. The protection of women’s rights, children’s rights, the rights of the aged, and the rights of the handicapped and weak is given top priority by the organization. It is to work step by step for the elimination of all the negative effects brought about by the national governments of some countries, transnational companies, and agents manipulating global capital. It is to make a coordinated move in order to make simultaneous progress in the four fields of ecological environment protection, stability across the world, global economic boom, and elimination of aberrations in global economy.
6. The organization for promoting unity of religions
The organization is one of the agencies under the direct control of a world coalition government and follows closely and firmly the theory of “oneness of deities” as its guideline. It strives to identify the affinity in doctrine, tenet, and religious discipline among all the religions in the world. 7. The organization for promoting global civilization

The “doctrinal blueprint” is to be drawn up by the organization and will be reported to the prospective world coalition government for approval.
(D) Members of the world-coalition-government presidium
1. The principles governing representation in the presidium
The said principles are as follows: (1) The presidium is composed of one president, one first vice-president, seven vice-presidents in charge of affairs of all the continents and regions. To every vice-president are attached three commissioners responsible for handling general affairs. So the total number of commissioners is twenty-one. A quartet formed of one vice-president and the three commissioners attached to him (or her) is in charge of the affairs related to planning for man’s future. Another quartet formed of one vice-president and the three commissioners attached to him (or her) is in charge of the affairs related to transnational companies and global capital. Still another quartet formed of one vice-president and the three commissioners attached to him (or her) is in charge of the affairs related to governmental organizations and nongovernment organizations. There are seven agencies under the direct control of a world coalition government. Each agency is headed by a secretary-general to whom are attached three deputy secretaries-general. That makes twenty-one secretaries-general in all. (2) Candidate for presidency and candidates for vice-presidency should be nominated by a world coalition parliament. The nomination should be in a competitive election mode; and president and vice-presidents should be created through universal suffrage involving all world citizens. A candidate for general-affair commissionership should be nominated by vice-presidents, consented to by the presidium, and approved by the president. (3) The mode of representation in the presidium and any bill aimed at modifying the mode should be consented to by the three houses and approved by world coalition parliament. (4) The presidium should be subject to the leadership of world coalition parliament, make itself open to the assistance offered and inquiry made by the three houses, and hold itself responsible for answering any inquiry addressed to it and for implementing any decision made by the world coalition judicial commission. (5) In the event of unexpected death of a world-coalition-government president during his or her tenure of office, the presidency should be taken over by the first vice-president. In that event, the vice-president in charge of the affairs related to planning for man’s future should take over the first vice-presidency thus left vacant. In the event of death of the first vice-president who has taken over the presidency following the demise of the president before the termination of his or her tenure of office, the new vice-president who has taken over the first vice-presidency after the old first vice-president’s assumption of presidency should be appointed to function as acting president. In that event Speaker of the house of political consultation should take over the vacated first vice-presidency
2. Tenure and qualifications required of a presidium member
The qualifications of a presidium member include (1) He or she would uphold the World Constitution and legislation enacted by world coalition parliament, accept the leadership exercised by the presidium as a whole, conscientiously carry out all the decisions made by the presidium, and actively enforce the basic program, political program, doctrinal program, and administrative scheme adopted by the presidium. (2) He or she would renounce on his or her own accord his or her nationality, political party affiliation, religious affiliation, occupation, and official position for the duration of his or her office tenure. (3) He or she must be over thirty-five, but whether he or she be elected should not be contingent upon color or gender. (4) His or her election must proceed in strict conformity with electoral procedures. (5) After being elected he or she is subject to supervision and inquiries from and decisions made by authorities concerned in accordance with the law. (6) After termination of office tenure, he or she should live on his or her income from a new occupation. In case he or she is no longer able to work for a livelihood, a world coalition government is responsible for supporting him or her until his or her demise.
The tenure of office of a member of the presidium should comply with the following terms: (1) The tenure lasts six years. A member may be re-elected only once. (2) To ensure its functional stability and continuity, members of the first presidium should not evacuate their offices all at once at the termination of the six years of their first tenure. Only one third of the membership of the first presidium may leave at the end of their tenure; and the vacancies will be filled by newly elected members. Unless re-elected, the 1st president and his or her first vice-president should, on the expiration of office tenure, evacuate their offices which will be taken over by the newly elected. Half of those old members of the presidium who have served for nine successive years will leave the presidium at the end of the ninth year; and their vacancies will be taken over by the newly elected members. Those old members who have served for twelve successive years will leave the presidium at the end of the twelfth year; and their vacancies will be taken over by the newly elected members. Unless re-elected, the 2nd president and his or her first vice-president are to quit their posts at the end of tenure of office; and their vacancies will be taken over by the newly elected. (3) In the event of death, resignation, or removal from office of a member of the presidium, his or her successor should be nominated by the president. The nomination should be consented to by the presidium and approved by the executive committee of world coalition parliament.
3. The setup of a world-coalition-government presidium; a presidium member’s jurisdiction
(1) A world-coalition-government president
President of a world coalition government is elected by universal suffrage. The sway of the president of a world coalition government consists not just in his or her wisdom, breadth of mental horizon, administrative genius, and devotion but also in his or her charisma, exemplary line of conduct, and willpower. A president of world coalition government should be the mightiest enforcer of the decisions made by world coalition parliament, the firmest guard of the World Constitution and all the legislation enacted by world coalition parliament, and the most outstanding protector of the rights of the human species. A president of world coalition government is the central cynosure of all the public servants working for a world coalition government and the closest and most important friend to all members of the presidium. Such a president should work with exemplary diligence, lead a private life that is completely impeccable, and exercise proper influence on the mass media, though at the same time the focal point of news coverage by the mass media.
