Section XI
The mass media working for a world coalition government
(A) World coalition mass media administration
World coalition mass media administration would be an official representative of world coalition government in the realm of the mass media and at the same time serve as an administrating organization specifically in charge of both managing affairs related to world coalition mass media and circulating news and information released by world coalition parliament, world coalition government, and world coalition judicial commission.
The said administration would be responsible for timely and accurate distribution of information related to activities of, comments made by, measures taken by, and intentions of world coalition parliament, world coalition government, and world coalition political steering agencies. Therefore the said administration should set up its worldwide system of rapid, truthful, accurate, efficient, and influential mass media. In the meantime the said administration should develop a system of research institutions for carrying on new and overall researches into man’s history, the crucial issues that are confronting the human race and man’s future from the perspective of globalization. Moreover the said administration should develop good relationship not only with the mass media in all countries but the existing worldwide systems of mass media.
The guideline the said administration would follow may be expressed as follows: “Adhering to both freedom of the press and freedom of speech under the leadership of world coalition government, world coalition mass media administration would, out of the motive of benefiting the human race, strive to accomplish timely and accurate release of information from the perspective of globalization.”
(B) Organizations under world coalition mass media administration:
1. World Coalition Government Gazette
World Coalition Government Gazette would be a newspaper reporting comprehensively news and information released by all the governmental organizations in the system of world coalition government. It would be incumbent on the said government gazette to help world coalition government communicate with governments of all countries and with citizens living in all countries. The said gazette ought to strive to become a journal most sincerely trusted by all governments and the world population, because of its truthfulness and impartiality. The editorial board of the said gazette would be an epitome of the exemplary work style of world coalition government. The said gazette would give voice, a good image, and an impetus to world coalition political steering agencies.
2. World Coalition News Agency
The said news agency would spread a worldwide network not only to every part of the world but to the bottom of every citizen’s heart. The worldwide network would work extremely diligently and systematically and swiftly distribute to every part of the world all the important news collected efficiently by it from all aspects of life in all countries. All the reporters working for the network should be righteous, brave, and very keen in discerning truth.
3. World Coalition Television and World Coalition Radio Broadcasting Station
These two organizations under world coalition mass media administration would have a worldwide coverage alike. They would help both world coalition government and the world population understand each other and multiply the publicity of the message sent out by either of them. They would be able to feel proud for the speed of their transmission of information with the TV broadcasting having the additional advantage of colored image and graph in digital format. TV broadcasting would be able to organize special programs focusing on reporting on opportunely arranged interviews involving officials from world coalition political steering agencies and common people. By dint of world coalition TV and radio broadcasting service, common people would be able to know how government officials would react to their criticisms, comments, requests, complaints, and suggestions in the shortest time possible. World coalition TV service and radio broadcasting service would have their satellite TV programs in many languages.
4. Journal of World Coalition Anthropological Studies
Anthropological Studies would be a semi-academic journal which would have worldwide circulation, because its editorial board would pay close attention to enhancing its capacity for both enlightening its readership with information about the newest progress in science and technology and drawing its readers’ attention to the present-day world actualities, while sparing no effort to ensure its popularity. The editorial board of the said journal would be backed professionally by an organized group composed of world-class statesmen, scientists, religious leaders, philosophers, commentators on political events, futurists, and historians. This group would develop multi-disciplinary studies to enrich the editorial board’s academic background. The said journal would dedicate itself to exploring for answers to questions such as “What is man in essence?”, “Is it possible to detect some promising ‘spiritual gene’ of man by tracing the history of man?”, “Is it possible to find truth or order by sifting through the present-day seemingly hopeless chaos?”, “Is it possible to trace the likely trend of man’s future development in the depth of man’s conscience?”, “Why should we evaluate such traditional ideas as state, nation, religion, cultural background in the light of the age of globalization?”, “How can we make such traditional ideas serve the age of globalization?”, “Can various types of civilizations be incorporated in the age of globalization to create a new global civilization? If that is possible, how?”, “Why was the United Nations created so easily? And why has it become effete in so short a period of time?”, “Are such regional political leagues as the European Union, the African Union, the League of Arab States to benefit the human race, or to imperil it? And why?”, “Why can the United States become so powerful?”, “What are the causes leading the United States to act so hegemonically?”, “In what a direction is the United States going to develop?”, “How will the direction the United States is going to develop in bear upon the human race?”
Indeed the said journal would be expected to explore for answers to these questions.
5. World Coalition Journal of Esperanto
The advent of the age of globalization and the establishment of a series of governmental organizations in the system of world coalition government and its agencies would necessarily call for a new working language to be used by all its government employees. The age of globalization would be the time to make the Tower of Babel topple forever.
Then which language should be chosen as the common language for the human race in the age of globalization? It would not be appropriate to make decision on this question by holding a ballot of all world citizens, because, if the matter of deciding on which language to be used as the common language of the human race were put to a vote, every voter would necessarily vote for his or her own mother tongue. In that case a Babel of controversy would remain for ever. If this question were referred to a general assembly of the UN for a decision, the English language would most probably emerge victorious. The less successful would be the French or the Spanish language. If all the mother tongues of the world population were excluded from our option, then the only choice left us would be Esperanto, because the motive of its inventor for designing it was simply for facilitating global communication, because it is very easy to learn as it is completely phonetic and free of idiomatic usages, prefixes, and suffixes, and because it has the capacity for unlimitedly expanding its vocabulary.
The existing languages used by various nations and hosts of existing dialects should not be overlooked or consigned to oblivion. All of them need to be preserved as they are vehicles for cultural or sub-cultural development. The practice on the part of a great power of forcing its own language upon another nation by dint of economic infiltration, armed invasion, or cultural adulteration must be stopped. In the age of globalization, every citizen, nation, or country should strive to master Esperanto in the shortest time possible just for facilitating global communication. In other words, in the age of globalization it would be obligatory for man to master two languages, (1) Esperanto as man’s first language, and (2) the mother tongue of every nation as man’s second language.
The number of languages which a human being can master is very limited. Moreover mastery of a language as a means of communication with others should not take up too much of a human being’s time. To popularize in a nation a new language that is not its mother tongue could be a very arduous task which would be much more difficult than the effort to popularize a new monetary system or a new measurement system. Therefore a period spanning three or four generations of the world population would have to be required for making Esperanto play the role of the first language of the human race. This would be an important task to be carried out by world coalition government. It is incumbent upon World Coalition Journal of Esperanto to help world coalition government with completing such an important task.
The said journal would be semi-academic in nature and serve as a popular textbook for use in teaching Esperanto. Moreover the said journal would be held responsible for standardizing and improving Esperanto.
