A Brief Introduction to The World Congress of Geoversal Civilisation
The design of the World Congress of Geoversal Civilisation was proposed by Chinese scholar Zhang Shaohua, the Chairman of the Organization for Promoting Geoversal Civilisation (OPGC), in April 1999. This design proposal was passed unanimously at the First Board Meeting of the OPGC. This Brief Introduction was authored and approved by Zhang Shaohua. The Chinese version is the standard version.
The World Congress of Geoversal Civilisation is a cross-disciplinary and cross-regional large international conference, which is held by the Organization for Promoting Geoversal Civilisation (OPGC). Four congresses have been convened up to now.
As early as in 1999, when the OPGC was established, a resolution on the World Congress of Geoversal Civilisation was adopted at the first Board Meeting of the OPGC: the mission of the World Congress of Geoversal Civilisation is to put forward and solve the fundamental problems that humankind will have in the 21st century, the global age. We can divide these problems into five sub-sections: “theoretical”, “political”, “regional”, “environmental” and “cultural” problems. Thus, the world congresses will be organized accordingly. There will be fifteen congresses in total, which will be divided into three consecutive stages, each containing five congresses. The five congresses of the first stage will be held every four years; those of the second stage every two years; those of the third stage every year.
All congresses will be held alternately in the five continents. Additionally, there will be a Sixteenth World Conference of Geoversal Civilisation, which will be a final summary of our cause.
We have made specific plans for the subjects and themes of every stage and every Congress.
The first stage is designed to develop the fundamental theories, discussing issues of Geoversal Civilisation, from the perspective of theory, politics, religions, environment, and culture, by the way and scale of World Congress. That is, discussing and adopting the programmes proposed by the OPGC, including the theoretical programme (2001- the Declaration of Geoversal Civilisation), the political programme (2005- An Open Letter to the UN Proposing the Establishment of a World Coalitoin Government), the religious programme (2009- Proposal to Main Religions of the World), the environmental programme (2013- Proposal to the UN and Governments of all Nations for the Foundation of a Structure for Comprehensive Governance of the Global Environment and Ecological Systems), and the cultural programme (2017- A Course in Geoversal Civilisation).
The second stage is scheduled to develop specific plans, establishing specific implementation plans for the five programmes adopted in the former five congresses, by the way and scale of World Congress. That is, discussing and adopting the implementation plans proposed by the OPGC, including the theoretical plan (2019- the overall plan for promoting Geoversal Civilisation), the political plan (2021- the plan to establish a World Coalition Government), the religious plan (2023- the plan to establish a World Coalition Religious Organization), the environmental plan (2025- the plan to establish a structure for comprehensive governance of the global environment and ecological systems), and the cultural plan (2027- the plan to generalize A Course in Geoversal Civilisation).
The third stage is planned to implement the five plans, announcing, communicating, and improving the detailed plans put forward by the United Nations and all national governments, in the World Congresses of Geoversal Civilisation. The authorities’ promises to accept the supervision by relevant organizations and the public, will also be made in the congresses.
As mentioned earlier, after the end of the three stages containing fifteen world congresses, we will hold the final Congress in 2033, the Sixteenth World Congress of Geoversal Civilisation. The main task of this Congress is to summarize all the ups an downs that the OPGC have been through in 38 years, and to extend thanks to all participants, supporters, volunteers, and those who have devoted themselves in the shadows. The outstanding ones among them will be awarded. In particular, the unique and great meaning and status of the Organization for Promoting Geoversal Civilisation in human history will receive the final judgment. By then, the OPGC will be canceled and dissolved.
