Notice to change the ways of the Third World Congress of Global Civilization

Distinguished Representatives and Honored Guests:

On June 11, 2009, the WHO pronounced that the warning level of the H1N1 pandemic had been raised to the highest level, that is level six. Therefore, after the consultation and negotiation again and again with related staff, we finally made a decision to change the way of this conference as “communicating the written presentation or essays on the net, thereafter sending the publication of all the meeting situation and essays to all the participants”, at the aim not only to ensure its original schedule, but to secure the healthy and safety of the staff concerted.    

We once considered to put off the meeting date, but as a lot of participants had to arrange their working schedule ahead of half or even one year. Furthermore, this flu was estimated to be prevalent around the world for about two years, so we had to give up this plan. We also once thought about applying the ways of “internet video” or “phone meeting”, however, the representatives from tens of countries couldn’t be on line at the same time because of the problems of “time difference” and “technology”.  

Based on what mentioned above, the preparatory committee notifies as below:
A． The the meeting’s subject, the chairman, vice-chairperson and secretary remain the same.
B． The conference time was changed from 6 October to 6 November.The tasks of network technology support, the editing and the publication of the essays are undertaken by OPGC, and the vice-secretary of OPGC, Manguo Liu takes the concert charge to perform them.
C． In accordance with the sensitiveness and complexity of this conference, all the essays, suggestions or different opinions should be strictly restricted “among the staff concerted”, but not open to the public.
D． The contacting ways and contact person still remain the same.
E． The fund to sponsor this conference will be refunded, and no more sponsors will be accepted.
